Because PACS it builds itself to be strongly professional having high input, serving expecting much, characteristicking such as being individualized and better, interdisciplinary by hospital, need the company of specialized construction team and enough capability to implement, the hospital is often little in knowledge of it, the time to use actually is not long, have inadequate experience, it is uneven to develop, there are many mistaken ideas, especially a gleam of doctor using it, as understand, also is very enough to understanding their by subject that PACS use, lack comparing and exchanging in professional field horizontally. Because the construction, use, improving of PACS is a system engineering, the quality of its whole performance, range widely, it is not overall to make criterion in a certain respect only, also very difficult, domestic to make the assessment in this respect so far.
